On March 7th, 2023, at approximately 11:12 am, the police department was dispatched to a residence in the 1st block of South Chestnut Street for a 911 hang up. Upon arrival officers met with Goins and Lockhart. It was found they had been involved in an argument, but nothing physical had occurred. Officers on scene were aware Lockhart was wanted for a parole violation from Philadelphia County. Officers attempted to take Lockhart into custody to verify the warrant. Both Lockhart and Goins became combative and a struggle ensued between officers on scene, Goins and Lockhart. Eventually Lockhart was able to flee the residence, but was later located and taken into custody by assisting officers. Goins was eventually taken into custody by officers on scene. Goins was pregnant and also holding a seven-month old child while attempting to stop officers from arresting Lockhart. They were both transported to the hospital for medical clearances, and upon discharge, were transported to the Cumberland County Prison. Goins was arraigned by Magisterial District Judge Paul Felgey and was given $1,000 secure bail. Lockhart was arraigned by Magisterial District Judge Mark Martin and was given $60,000 secure bail. The police department was assisted by officers from Hampden Township, Lower Allen Township, Shiremanstown, Silver Spring Township, and Upper Allen Township Police Departments, and Cumberland County Domestic Relations.
