On July 20th, 2020, at approximately 12:18 am, an officer observed a Jeep travelling eastbound in the 1st block of West Simpson Street. Due to the observations of the way the Jeep was being operated and a traffic violation observed, a traffic stop was conducted. Kosinski was found to be the operator of the Jeep. It was determined that he had consumed alcohol prior to driving and was not safe to operate a motor vehicle. Kosinski was informed he was under arrest for driving under the influence, at which time he ran from officers on scene. He was later located and was taken into custody after another brief foot chase. A preliminary hearing will be held at a later date. The Mechanicsburg Police Department was assisted by officers from Hampden, Lower Allen, Silver Spring and Upper Allen Townships. This was due to Kosinski fleeing and two other investigations into alcohol related violations being discovered while attempting to locate Kosinski.
