On March 30th, 2023, at approximately 1:22 am, an officer on patrol stopped a vehicle for a traffic violation in the 700 block of Shepherdstown Road. The driver of the vehicle was identified as Stambaugh and he was found to be under the influence of alcohol. It was determined Stambaugh was not safe to operate a motor vehicle and he was arrested. A preliminary hearing will be held at a later date.
