DUI Arrest, Theft of Motor Vehicle

On December 22nd, 2022, at approximately 1:34 pm, the police department was dispatched to a business located in the 300 block of Heinz Street. Upon arrival they were met by the victim who advised their vehicle had been stolen. The victim advised they were inside the business after parking their vehicle. Upon coming out to leave their vehicle was gone. The victim advised the vehicle was not running, but it was left unlocked with the key inside. Video surveillance was able to be reviewed. The video showed an individual known to an employee of the business get in and drive the vehicle away. The vehicle was located at the individual’s address in East Pennsboro Township. The driver of the vehicle was identified as Ramper and he was found to be under the influence of alcohol. It was determined Ramper was not safe to operate a motor vehicle and he was arrested. Ramper was transported to the Cumberland County Prison and he was arraigned by Magesterial District Judge Elizabeth Beckley. Bail was set at $5,000, secure. A preliminary hearing will be held at a later date.
